What is the Social Inclusion and Community Activation Programme?
The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 provides funding to tackle poverty and social exclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies.
Who funds SICAP?
Administered by Pobal, SICAP 2024-2028 is co-funded by the Irish Government, through the Department of Rural and Community Development and the Gaeltacht, and the European Union through the European Social Fund Plus under the Employment, Inclusion, Skills, and Training (EIST) Programme 2021-2027. SICAP is managed locally by Leitrim Local Community Development Committee (LCDC), with the Programme Implementer (PI) being Leitrim Development Company.
How Does SICAP Work?
SICAP is a targeted, holistic programme designed for individuals and communities who are most disadvantaged and least likely to access mainstream services. It provides direct supports to beneficiaries and connects them with existing services.
Programme Implementers (PIs) use a community development approach to engage with marginalised communities and service providers, addressing issues of social exclusion and inequality. The programme prioritises local engagement and partnerships to ensure effective support.
SICAP is multi-faceted, offering flexible, tailored supports that respond to both individual and community needs, while operating within a national framework of targets, performance indicators, and requirements.
Who Does SICAP Work With?
SICAP supports:
- People living in disadvantaged communities
- People impacted by educational disadvantage
- People living in jobless households or households where the primary income source is low-paid and/or precarious
- People who are long-term unemployed
- People with a criminal history
- Refugees
- International Protection Applicants
- Disabled People/People with Disabilities
- Heads of One-parent Families
- Travellers
- Roma
