Draft Road Traffic (Special Speed Limits – County of Leitrim) Bye-Laws 2026
Phase 2 of 4 - Implementation of Built-up and Urban Area Speed Limits
Notice is hereby given that Leitrim County Council, in exercise of the powers vested in it by Section 9 of the Road Traffic Act 2004 (No. 44 of 2004), as amended, proposes to make Bye-Laws in accordance with Phase 2 of the National Speed Limit Review, namely, the Draft Road Traffic (Special Speed Limits – County of Leitrim) Bye-Laws 2026. The purpose of these Bye-Laws is to implement special speed limits on public roads and, in particular, to implement a 30km/h Speed Limit within the following Urban and Built-up Areas within the administrative area of Leitrim County Council:-
Carrick on Shannon Municipal District – The towns/urban centre of Carrick on Shannon, Mohill, Dromod and Leitrim Village.
Ballinamore Municipal District – The towns/urban centres of Ballinamore, Carrigallen and Drumshanbo.
Manorhamilton Municipal District – The towns/urban centres of Manorhamilton, Dromahair, Drumkeeran and Kinlough.
The review is being conducted in accordance with the updated “Guidelines for Setting and Managing Speed Limits in Ireland” issued by the Department of Transport.
The Draft Bye-Laws and associated maps are available to view below and also available for inspection during normal office hours (Monday – Friday from 9:30am – 1:00pm and from 2:00pm – 4:30pm) at the following locations from Wednesday 30th September 2026 to Friday 30th October 2026, both dates inclusive:
* Leitrim County Council Offices, Áras an Chontae, Carrick-on-Shannon, Co. Leitrim (N41 PF67)
* Leitrim County Council District Office, New Line, Manorhamilton, Co. Leitrim (F91 AC8Y)
* Leitrim County Council Library, Main Street, Ballinamore, Co. Leitrim (N41 E061) - during Library Opening Hours
Submissions or objections to the proposed Bye-Laws may be made in writing:
* By Post: Addressed to the Director of Services, Economic Development, Regeneration, Sustainable Transport and Emergency Services, Leitrim County Council, Áras an Chontae, Carrick-on-Shannon, Co. Leitrim
* Via Email: roads@leitrimcoco.ie
All Submissions should be clearly marked “Submission on Draft Road Traffic (Special Speed Limits – County of Leitrim) Bye-Laws 2026”. Leitrim County Council will consider any such submissions/objections received. Closing Date for receipt of Submissions is 4pm on Friday 30th October 2026
