N4 Carrick-on-Shannon Bypass & Traffic Management Project
Public Display No. 5
Presentation of Proposed Project and Draft Land Acquisition
Leitrim County Council, in partnership with Roscommon County Council, Transport Infrastructure Ireland and the Department of Transport are committed to developing the N4 Carrick-on-Shannon Bypass & Traffic Management Project. Arup are the appointed Technical Advisors to advance the project through the planning and design phases. The project is being managed by the Roscommon National Regional Roads Office on behalf of Leitrim County Council. The project is a priority investment in the Government’s National Development Plan 2021-2030.
The N4 national primary road, from Dublin to Sligo, is a strategic corridor which connects Dublin to the northwest and border counties. A public display of the Preferred Transport Solution was held in May 2022 and public feedback was received. Following consideration of the public feedback and completion of a detailed appraisal, the Phase 2 Options Selection stage of the project was concluded and the Options Selection Report published in May 2023. The Preferred Transport Solution included a combination of active travel measures for walking and cycling, improvements to public transport, the introduction of demand management measures, and an upgrade of existing road infrastructure along with new road infrastructure for the communities along this section of the N4 transport corridor.
Following completion of the Phase 2 Options Selection stage, key elements of the project have been progressing through the Phase 3 Design and Environmental Evaluation stage namely the bypass element, traffic management measures, active travel facilities, and a new urban street. The project name has been updated to the N4 Carrick-on-Shannon Bypass & Traffic Management Project to reflect the proposed Project being progressed.
As part of Phase 3 Design and Environmental Evaluation stage, the Project was developed in more detail and a public display was held in March 2024 to present the emerging Proposed Road Alignment and Junction Strategy. This presented the preferred route alignment and junction strategy for the 5.8km bypass section of the N4 transport corridor between the Drumharlow townland west of Carrick-on-Shannon and the Lisseeghan townland east of Carrick-on-Shannon, the active travel and traffic management measures for the section of the existing N4 that passes through Carrick-on-Shannon and Cortober, and a new urban street to the northeast of Carrick-on-Shannon connecting the R280 Leitrim Road to the Castlecara Road.
