Leitrim County Council’s Capital Investment Plan

At the September Council Meeting, the Elected Members noted the ongoing success of Leitrim County Councils Strategic Capital Investment Plan, which has and continues to deliver county wide multi-faceted strategic infrastructure. The success of the Strategic Capital Investment Plan remains contingent upon the availability of match funding at local level. The investment delivered to date coupled with a very strong pipeline of initiatives are regenerating and improving the vibrancy and appearance of the County’s towns and developing key infrastructure. The Strategic Capital Investment Plan aims to develop the full potential of County Leitrim, driving sustainable economic growth and investment, thereby making Leitrim the best place for those who live, work, invest in or visit the County.

The Council noted the successful delivery of key projects, enabled by Council co funding. Some examples referred to include:

  • Carrick on Shannon Public Realm, Town Centre Car Park and Shannon River Boardwalk,
  • Ballinamore Junction Project.
  • Public Realm improvement in Manorhamilton
  • Mohill Public Realm Scheme
  • Development of a new Library in Dromahair.
  • Access to the sea at Tullaghan and Playground,
  • Fowley’s Falls, Rossinver - access trail and carparking
  • Construction of a further extension to the Ballinamore Greenway.
  • Water Sports activity building and car park at Acres Lake Drumshanbo

The current Strategic Capital Investment Plan adopted and co funded directly by Leitrim County Council and in collaboration with other Agencies, continues to enable the design, development and delivery, on a phased basis, of further major projects. Some examples referred to include:                                                                                                                     

  • Acquisition and ongoing development of Carrick Campus.
  • Development of the Exchange project in Drumshanbo.
  • Enabling the development of a family service facility and library in Kinlough.
  • Strategic development of the Glenfarne Demense, in collaboration with Coillte.
  • Plans for development of a Greyway from Spencer Harbour to Drumkeerin.
  • Construction of Dromod to Rooskey Greyway
  • Plans for the development of a Regional Sports and Recreation Campus in Carrick-on-Shannon.
  • Plans for the refurbishment of unused Courthouses in Ballinamore and Manorhamilton
  • Development of a new amenity and lake access in Carrigallen
  • Development of new public realm designs and amenity enhancements.
  • Development of additional town centre planning concepts for Mohill Town
  • Refurbishment of Aras an Chontae to meet Climate Action targets

In order to maintain this level of ambition for future growth and development, Leitrim County Council must continue to raise funding at a local level to meet current and future Strategic Capital Investment Plan match funding demands. Given the proven success of the Strategic Capital Investment Plans over the last number of years, the Council agreed to raise the rate of Local Property Tax by the further permissible amount of 10% to ensure the continued successful investment in the County

On the approving of the LPT increase The Cathaoirleach of Leitrim County Council Cllr Mary Bohan stated:  “Todays Council discussion has highlighted the substantial progress made in implementing a programme of this scale and reflects the ambition of the Council to ensure Leitrim is a thriving and vibrant County for everyone and demonstrates the ability of the relevant teams within the Council to engage nationally and win such scale of investment from the various Government Departments and their Ministers. This scale of ambition has proved to be tremendously important in retaining the County’s attractiveness, relevance and success in the eye of increasing competition from all other parts of Ireland’. 

Leitrim County Council Chief Executive Joseph Gilhooly described the success to date, in the pace of delivery of transformational investments, as “unprecedented and has levered substantial funds from across government  which is unlocking very important opportunities for the County” and paid tribute to the enthusiasm and professionalism of all staff involved in the success to date .
