Social Housing Supply: Residential Land, Turnkey & Refurbished Properties

Leitrim County Council, as the Housing Authority for Leitrim currently has a requirement to provide additional housing units for households that are on the social housing list. The household requirements vary in size and need, with units required for persons with disabilities and age friendly.

To address the need Leitrim County Council is seeking Expressions of Interest for:

- The purchase of residential zoned lands (Greenfield or Brownfield) or

- The purchase of new turnkey developments and/or renovated vacant or derelict properties delivered as turnkey units in County Leitrim.

Proposals for developments on greenfield, brownfield or any unfinished development will be acceptable. The regeneration of vacant or derelict units in town centres is strongly encouraged. These will be treated as turnkey proposals where the developer refurbishes the property to a fully compliant standard, meeting all relevant planning, building control, and quality requirements, and sells it to Leitrim County Council.

Proposals that support sustainable Town Centre living with links to Active Travel routes are encouraged and welcomed. The provision of sustainable communities is a key objective, and a strong mix of tenure is required in locations proposed and should be demonstrated as part of the submission.

For the development land/turnkey projects/vacant or derelict properties to be of interest to Leitrim County Council, they must:

- Be close to shops, schools, and local amenities,

- Be located within an identified urban settlement/town/village with an identified social housing need.

Housing design and construction standards must at a minimum meet the requirements of all relevant statutory planning and building control requirements as well as the Employer’s Requirements for Detail Design of Quality Housing Rev 2.

Completed Expression of Interest forms & supporting documentation should be returned marked “Expressions of Interest – Purchase of Residential Zoned Land/Turnkey Development/ Renovated Vacant or Derelict Properties for Social Housing” by Wednesday, 11th February 2026 to Senior Executive Officer, Housing Capital Office, Leitrim County Council, Aras an Chontae, Carrick on Shannon, Co. Leitrim.

The purchase of residentially zoned land or turnkey social housing have defined approval processes to be complied with and therefore Leitrim County Council is not obliged to proceed to purchase any land or turnkey housing development submitted under this process.
