Housing and Disability Strategy
The National Housing Strategy for Disabled People 2022-2027 was published on 14 January 2022. It is a joint publication of the Department of Housing, Local Government and Heritage; the Department of Health; and the Department of Children, Equality, Disability, Integration and Youth. The Strategy sets out how the Government will put in place the frameworks to ensure that the housing and support needs of disabled people are comprehensively addressed.
The overarching vision of the Strategy is to facilitate disabled people to live independently and be included in their communities.
The National Housing Strategy for Disabled People 2022 – 2027 aims to build upon the work achieved through the previous National Housing Strategy for People with a Disability 2011-2016 (extended to 2021). It documents the framework for the delivery of housing for disabled people through mainstream housing policy. The Strategy has been developed under the guiding principles of Housing for All – A new Housing Plan for Ireland.

Implementation of the second National Housing Strategy for Disabled People 2022 -2027 is being co-ordinated by the Housing Agency. At a local level Leitrim County Council leads out on the Housing & Disability Steering Group.
Housing for People with a Disability
Housing for people with a disability involves a cross government response:
- The Department of Housing, Local Government and Heritage's role involves the provision of a national framework of policy, legislation and funding to underpin the role of local authorities in addressing housing at local level.
- Statutory responsibility in relation to the provision of housing for people with a disability and related services rests with individual local authorities.
- The Health Service Executive (HSE) is responsible for the provision of healthcare and social supports for people with a disability and manages a significant annual budget for such services.
- The Department of Health also provides funding to facilitate housing and support for people with a disability and in collaboration with The Department of Housing, Local Government and Heritage is involved in the provision of a national framework of policy and legislation for housing of people with disabilities.
- The Department of Children, Equality, Disability, Integration and Youth coordinates the development of Government disability policy on a wider scale. This in turn informs Department policy on housing.
LEITRIM COUNTY COUNCIL Strategic Plan for Housing Disabled People 2021 to 2025
This plan was prepared by the Leitrim Housing and Disability Steering Group and has regard for the
National Housing Strategy for People with a Disability (published in 2011) and its associated National
Implementation Framework as well as the new National Housing Strategy for People Disabled People
2022-2027. It is also aligned with the Government’s mental health policy ‘A Vision for Change’ and
the report of the Working Group on Congregated settings ‘Time to Move from Congregated
Settings.’ The HDSG recognise The National Disability Inclusion Strategy 2017-2021 provides for a
Government approach to improving the lives of people with disabilities, creating the best possible
opportunities to fulfill their potential including community living and The UN Convention on the
Rights of People with Disabilities UNCRPD Article 19 the equal rights of all disabled people to live in
the community, with supported and effective choices equal to others.
The objective of the plan is to facilitate access for disabled people to the available range of housing
supports and related services in a manner that promotes dignity, equality of opportunity, individual
choice and independent living. The plan is evidence-based and its preparation included consultation
with the relevant stakeholders including, housing providers, statutory agencies, service-user groups
and disability organisations.
The plan will inform the provision of accommodation for disabled people in county Leitrim over its
lifetime and applies to all viable housing supply mechanisms. In the interest of clarity, the provision
of social and private housing supports and services are addressed separately.
