Leitrim Local Community Development Committee

The Leitrim Local Community Development Committee (LCDC) was set up in 2014 as part of the Reform of Local Government. The LCDC has 17 members representative of community, social partners, statutory agencies and business interests. All are involved in delivering services locally or actively involved in local community interests. The Chief Officer of the LCDC is Emer Connolly, SEO, Leitrim County Council.

Functions of the Leitrim LCDC

  • Prepare the community elements of the six years Local Economic and Community Plan (LECP) 2023 – 2029.
  • Implement the actions related to the Community element contained in the two-year Implementation Plan. Download a copy of the 2023-2029 Leitrim LECP.
  • Monitor and review the actions contained in the Implementation Plan on an ongoing basis.
  • Develop a revised Implementation Plan on expiry of the most recent two-year Implementation Plan.
  • Co-ordinate, manage and oversee the implementation of local and community development programmes that have been approved by the local authority or in agreement with another relevant public authority.
  • Seek to ensure effectiveness, consistency, co-ordination etc between public funded and community development programmes and co-ordination of all local and community development programmes.
  • Report annually on the performance of its functions.
  • The Local Community Development Committee also has a general role in seeking to ensure effectiveness, consistency, co-ordination between publicly funded and community development programmes. It has a role in co-ordinating, managing and overseeing the implementation of local and community development programmes for e.g. Social Inclusion and Community Activation Programme (SICAP) & LEADER.

There are 2 sub committees of the LCDC as follows:-

  • Social Inclusion Equality Committee (SEC)
  • Rural Development Operation Committee (RDOC) 

Social Inclusion Equality Committee (SEC) 

The Social Inclusion and Equality Committee (including oversight of the Social Inclusion Community Activation Programme). The role of the Social Inclusion and Equality Sub-Committee is to monitor progress locally against targets set nationally and also look at how agencies on the sub-committee can engage further with the programme.

Rural Development Operation Committee (RDOC) 

The Rural Development Operational Committee (RDOC) looks at operational issues of the Rural Development/Leader programme. The Rural Development Operational Committee (RDOC) is comprised of representatives from the LCDC as Local Action Group, Leitrim County Council as Financial Partner and Leitrim Development Company as Implementing Partner.
